Hexenbeists aren't really Wesen in the most traditional sense. Unlike a Blutbad or any of the litany of other Wesen, Hexenbeists are a symbiotic bond between human and whatever dark spirit inhabits their body. Whatever visage appears, is affected by the age of the host, as well as any darkening of the soul which may occur. But it also has to bring with it, the inherent disease of it's corrupting nature. I've always wondered if those spirits are particularly dark souls, stuck somewhere between worlds. When they inhabit a host, they seek to bring out the worst in them. How successful the Beist is, depends on it's hold on a person's psyche.
I used to think they were not wesen, but they are categorized as wesen. So it follows that they woge like the animal they are, which is human in their case. Just as certain wesen woge into a kind of animal that is either neutral, aggressive, dangerous, or skittish in their nature, so then should Hex/Zaubs. In their case, they are woging into basically anti-social creatures with a natural animosity toward humans, imo. Those who we see overcome their basest intincts are a testimony to the individual determination to live by the habits of their 'better angels', in my view. So, all wesen have the capabilities to choose whether or not to be decent beings or to follow their raw urges.
