Rosalee found Juliette's illness in one of her books. When she woke up Rosalee said something like "there must be a royal in Portland", some episodes before they found out that Renard is royal. -I try and find the exact quote when I get home-

So, that proves … nothing. @droid327 you are right.
The Captain is a royal, the captain is the one who got the potion from Catherine, the Captain saved Juliette (with all these uncomfortable side effects). But “only he can” possibly means: only Renard has the potion. I understood it that way only a royal can wake her, it fits to the fairy-tale background, but there is no proof.
So, the only thing that is left only royals can do:
