Actually Wu is the one who guessed 20-30%, not Sean.
Sean answered “one way or another most crime in most places is wesen related.” to say to Wu that the real statistic is actually higher than that, and not only in Portland, but everywhere. That is the way I understood.
For the rest of your argument, I agree with you that Sean was just guessing and, this way, he may be wrong.
Anyway, I have the impression the writers wanted to make a point in this talk: that there are many more wesen than we think, since they are hidden between humanity.
