Creating a common wesen/grimm history using a secure database would support the council as well as locals. I know there is real research to use you password with your DNA and that kind of technology could limit the users to wesen/grimms. That is why IMO having Kelly work for such a group, database or create newsletters to support it would help build a better future.
Women characters do not have to be having sex with the lead to be important to the story.
