I think when most people hear "corrupt cop," the image that comes to mind is cops taking bribes, shaking people down, stealing and selling drugs, etc. In the post-Dragnet era, they see cops who skirt the rules to protect the innocent and stop the guilty as "mavericks," not corrupt, and the worst thing they think Nick ever did was probably not reporting all those gifts the eisbibers left him in S01.
As for your flag burning analogy, suppose Homeland Security and the PPB brass ordered police to assist in rounding up wesen and cramming them into railroad cattle cars to be taken to "the camps." What would be the not-corrupt thing to do...?
