However, I do not believe every human being is going to take this approach. They might be started, evidenced by the facial and initial reaction. But if they don't run and there is no indication of a fight, they are controlling the situation and are receptive to the wesen.

He want Nick to handle it like a Grimm if needed to protect the other wesen. This was a case where a wesen was asking a Grimm to help other wesen. Look at the scene at the shop before Rosalee call the council. Remember how the Hank stopped the woman and just said nice mask if he wasn't prepared think what might have happened. The male said I don't know you were a Grimm and was asking to be arrested not killed. Good for the male when Nick changed from process 1 to process 2. I think a Grimm has to consciously make the switch.
Thinking about process 1, think about sometime when you touch something hot how fast you hand moved.
