Interesting questions all. I think the idea of a Grimm being wesen is a very intriguing one.
Maybe what happened as that Grimm up until the time of the fourth crusade were considered wesen. then the royals thought up a way to control all wesen by creating the elite rank of Grimm, recruiting them and separating them off from the other wesen. then they spread legends of their prowess in battle and their willingness to kill wesen. The royals then trained the grimm up on how to kill all the different type of wesen that were out of line.
This could lead to an interesting fan fic...
