PPB officers are required to carry a bureau-issued primary duty firearm while on duty, either in uniform or plain clothes. They are permitted to carry that weapon when off duty, but are not required to.
Off duty PPB officers retain their authority 24/7, but are expected to assess their ability to take action against conditions at the time (for example, whether they are carrying sufficient equipment to act) and to defer to any on-duty LEOs on the scene. If they choose to act, they are considered to have gone "on duty."
