That would be a good point if we ever saw anyone but Starfleet exploring space and discovering planets in Federation space. It might very well have been happening off screen. Roddenberry's idea of the future was humanity overcoming racial prejudice and the tendency to make war on each other, but he didn't say there wouldn't be corruption (he didn't go overboard with the utopian future idea until TNG). But it's a way more complex topic than why a station like Delta Vega is operating so far out on the edge of the galaxy and we have nothing on screen to base a discussion of it on.
