I think the chess scene and the briefing scene were meant to be happening in different locations. The tables were different, and I don't imagine they'd be moving the furniture around to reconfigure the space for meetings. Redressing the same set to represent different spaces was a common trick.
I don't think Mitchell was referring to Kelso's conversation with Kirk in the teaser, because if he'd heard that he wouldn't have had to guess that Kirk wasn't on the bridge. My guess is that when the alert klaxons sounded Kelso made a shipwide announcement of the alert the wasn't depicted onscreen. Kelso was clearly the person in charge on the bridge while Kirk and Spock weren't there, even though he wasn't sitting in the center seat.
