Was that what placing him in charge of HW was about? Fighting the good fight and Juliette is the one who gets rescued?

I would say that juliette. " Hexenbiest" was the dragon that they had to tame( HW).
Trubel says did not say anything, they already knew about Nick and Juliette" Hexenbiest". What?
Was under surveillance or someone told them?
It is not known what connections would have Meisner.

No, it was when he was getting Adalind away from the royals. They threw all of that away for S05.

Meisner has never been a character who stood out in the series, in my opinion. I didn't like him at all when he was placed in charge of operations at HW. So when he started reminiscing about Adalind, I was hoping that a relationship between them would not take place. It was bad enough they teamed Nick with Adalind. Meisner would have been worse, unless he was willing to throw it all away for her love.
OTOH, Meisner was a contract killer. Adalind was a contract killer. We know the two of them had chemistry together. Teaming the two of them up as villaims might have been an interesting alternative.
