IMO,in the Z world, wessen apparently never left their woge mode,they appeared to be in the majority. In Z world normal humans were just an occasional tasty treat. If wessen were a minority in our early world, it would be better for them to be able to hide and avoid the pitch forks and torches. The only problem for them is that some humans-Grimms-could see them for what they were. The wessen would warn their children not to woge so as to avoid the Grimm. If humans were having a problem with unusual animal attacks, they would call on the Grimm who had a reputation of ending those attacks. One reason there were so few Grimms was because they involved in hunting dangerous creatures, most had a short lifespan. Wessen could be a large group of human varieties, the largest human variety is "normal" humans.
