A detective can have the rank of officer, sergeant or lieutenant. When he says detective it is for the most part to civilians. Or it could be like the MP's most of the CID people are Warrant Officers. Now where I live you are right they are Sgt went they first become detectives but when the test out and have time in service the become LT. with a Capt in charge, Grimm Portland looks in some ways to be the same just how they played is so far, but like all my posts could be totally in left field.
In real life, Nick introducing himself as "Detective Burkhardt" would mean he has the same rank as a uniformed Officer. If he had a higher rank, he'd sat "Sgt Burkhardt" or "Lieutenant Burkhardt." The fact that he's in plain clothes and conducting investigations would make it unnecessary to say he was a detective.
