I think the implication of Space Seed was that the other people on Botany Bay with Khan had their own fiefdoms, and they were all overthrown at more or less the same time by some sort of global uprising. Would they eventually have turned on each other in a "there can be only one" struggle had they not been forced out of power? Wouldn't surprise me at all.
In Picard, Adam Soong is the primary antagonist attempting to change Earth history by sabotaging a space mission that will be a key event in history. When Picard and his people thwart him, he opens a drawer and pulls out a file whose cover says "Project Khan."
