I know you'd like it to be that way, New Guy, but unfortunately it's not. Juliette was involved in planning Diana's capture. However, there's no evidence to support she planned Kelly's murder. She did not witness it, nor could she enjoy it. I suspect Juliette the hexenbiest would want to hang around *If* she had planned it, not stay up in her room.
Furthermore, your quote also shows Juliette was worried about Diana's safety:

I believe her when she told Nick she did not know Kelly was going to be murdered. If she had been involved in planning the murder, then there would have been a contingency plan to keep Diana somewhere safe while it occurred. Juliette would have seen to that.
This does raise a question in my mind regarding Kenneth. After killing Kelly, the thing to do would have been to hook up with the King back at the mansion. Yet Kenneth ended up in the hands of the police. It makes me wonder if the original plan was to take Kelly alive and since Kenneth killed Kelly, perhaps the royals cut him loose.
That's an interesting interpretation, but I think it's a stretch to think Kenneth ever had any intention of taking Kelly alive.
I believe he planned to kill her and that Juliette knew Nick's mother, as well as her neighbors, were going to be slaughtered.
Honestly, I think the only reason Juliette told Nick she didn't know his mother was going to be murdered was to get him to drop his guard just enough for her to be able to get close enough to kill him too.
As far as why Kenneth didn't head straight to the king for his reward goes, I imagine he just needed to take care of loose ends.
They had quite an operation going in Portland and Kenneth probably expected to tie everything up in a neat little bow before heading back home to his position as new favorite prince.
It makes sense to me that Kenneth's ego had him believing he was invincible and could therefore take his time getting out of Portland.
What I'm curious about, but not sure we'll ever know, is what they'll do about Victor. Even if he's in charge of the royal family, if he really is infertile/impotent then he needs to get an heir from somewhere. I doubt very much Diana will be a viable option, which leaves Victor in a bad position. Much of the royal line has been killed off, he can't have kids, and that means he's got to start looking at Renard as both a threat and possibly a source of another royal.
Rule based on bloodlines is tricky stuff.
