Could be. But the barrier has appeared in three seasons of the original series and one of Discovery, which is now set in the 29th century. And it's always referred to as an "energy barrier." That's an awful long time for them to not have figured out that it's a life form.
OTOH, there are fan theories about whether the barrier is a naturally occurring phenomenon or something put there deliberately, and if it's the latter whether it's there to keep something out of the galaxy or to keep something from getting out. So maybe it isn't alive, but the energy has been deliberately tuned to produce the effect it has.
