Spock says it after Kirk states he doesn't want to strand Mitchell on Delta Vega.
The reason I brought Dr. Piper into this is because it is not your standard 'let the subordinate handle it' situation. Beside that, Piper has a wealth of experience and one of those experiences might have given Kirk a way to deal with Mitchell. Kirk ignored a resource which wasn't too smart in a situation like this.
But speaking of discussions, I agree with you. There should have been a discussion of how Mitchell was to be handled once the Enterprise was safely away.
One other thing of importance that must be discussed is the force field itself. I assume, like everything else in the universe, it is moving. Yet there was no discussion of the danger it would pose to nearby planets. Kirk's missed the bigger picture in being so concerned about a mutant aboard his ship.
If all else failed, Kirk had a third option. Self-destruct like the Valiant did.

The best way to frustrate a cyberbully is to ignore him.
