Viktor becoming another Hitler and ruling the world would never happen. Unlike Hitler, Viktor is not charismatic. He's weak and doesn't even have a cause in which to begin his world domination. There was nothing in Grimm to even hint that at the very least, the seven royal houses had rallied behind him. Were the Verrat with him? If not, it's an even bigger insult to think that they, at least wouldn't align with him. Also, the royals have nothing to bring to the table that would sway world power in their favor. There's no oil, no gold, no heavy metals, they're not even strategically placed on the map. They have money to be sure, but if their past actions are of any consideration, that isn't going to last too long.

From day one, they should have been looking to the greatest resource of all, true humans, as the way to win their battle. Meisner would have made complete sense at the helm, IF, he was working with true humans to rout BC. After all, he is human and knows about this hidden world of wesen. But, you are right. Instead he remained hidden, other than fiddle faddling around with Eve or Nick, or reprimanding Renard when HE's the one who's about to die. Meisner's big fault was that he let his terrorist background doom him and it did.
