No, he didn't, at least not directly. His idea for saving them was to revive them with the staff the way Z did with Trubel. That he had no idea how to do it, or that he would have to go back to the spice shop and the precinct to do it for everyone Z had killed, was not something he appeared to have considered, but he was rather distraught at the time. So since there wasn't enough time to show him figuring out how to do all that on screen, we got the deux ex machina scenario in which the magic staff somehow divined his desire to save everyone and did it by hitting the reset button.
