Why do you bother to hide something so powerful it could help whoever finds it rule the world, then go ahead and make a map showing where you hid it???
And splitting the map up into seven keys, even though you don't ever want them used, seems extra silly.
If they really believe it's something that scary I also don't see why Nick and company are being so blasé about using the keys. Their making partial maps and looking things up and I have to wonder what they are thinking? Are they going to try and find this crazy scary thing? Are they planning on hunting down the rest of the keys? They don't even seem to be looking for particularly safe place to hide the things... At the very least you think they make some decoy keys to screw with the verat.
The only reason I can think for the seven keys storyline is that the people who make the show want a great excuse to take a kick butt European vacation.
As far as what's hidden, I think it's something that turns people into vessen, just because that would be cool.

A couple of reasons I can think of why they made a map to it was that it might be a religious relic (Sean Renard made a reference to this) and the seven Grimm Knights decided it wasn't right to simply let this religious relic disappear from human history entirely. Maybe it's something that they thought could do good if somebody besides the Royals got a hold of it. The movie 'National Treasure' had a rational like that for hiding the Templar's treasure (except, of course, that Nick gave it to all of humanity).
Part of their reason for not destroying the keys would be the fact that the Royals have four keys, and might have a better idea of where the scary thing is, so Nick and the Scooby Gang want to stay in the game. And unless the keys have some kind of mystical power (which is not necessarily outside the realm of possibility, considering the magic 'Hitler coins' that Nick's mom hopes to eventually destroy), if the Royals are able to find whatever it is by using their limited map, satellite imagery and plain old fashion luck, they might be able to create some kind of work around to get past the three locks they don't have keys to.
Of course, in engineering terms, these are all WAGs. But I think a European Vacation for the writers might be the best reason for the seven keys.
