Here in Portland a uniformed officer can make a lateral move to detective. But most detectives with more than a year on that job are sergeants or higher.
Having a higher rank as a police officer does not include the authority to command officers of lower rank, so our heroes on Grimm may have adopted the practice of not stating their ranks. Hank was shown early on to have more time on the job than Nick, so possibly he has a higher rank than Nick and it's just something they do to avoid having people think that Hank is Nick's "superior officer."
