What defines "hero" in modern fiction is the protagonist's intent to prevent the crimes of really despicable characters or to prevent them from getting away with their crimes.
As far as I know, there have never been any series with "pure" heroes, in the 70s or otherwise. But there are still heroes in television series today. What outdistances them from Nick is that they do, for the most part go by the rules set forth for them. I have noticed if any do something wrong, they feel it strongly via a conscience. Nick follows no rules, makes his up as he goes along, and has no conscience to plague him when he does something wrong.
I have to say, Grimm is the first series I have ever seen with a 100% corrupt cop in the title role. I can't see anything heroic about him.
