You got me again. That is something I have wondered about. On several occasions Nick made it very clear he wanted to marry her. And she blew him off each time. If she loved him why would she do that? And if she didn't love him (like New Guy said) why would she move in with him?
I don't think it was necessarily a case of Juliette never loved Nick. the Kiss of the Muse, I believe Juliette understood the extent of Nick's obsession with the Muse, even to the point where he may have slept with her. Yet she embraced Nick and broke the Muse's spell. She was there for Nick. That's proof of her love.
I do believe, however, that the writers picked these two characters apart, threw away the good points about them, and made them unfit for one another. Juliette found stronger, authoritative figures much more appealing than Nick. Nick found the life of a Grimm much more desirable and exciting than Juliette.

There's more background on the episode from the NBC website. While the website does not come out and say it, there's a strong suggestion that Nick might have slept with the muse.
Thanks for pointing out Nick’s second visit to the Muse. It changed my opinion about Juliette’s love. It seems the Anton was keeping very close tabs on Zoe, so sex with Nick seems unlikely. I’ll paste three pieces from the NBC recap:
“Hank takes Nick's drawing to Monroe and Rosalee. The three head to Aunt Marie's trailer to do some investigating of their own. After searching in one of the books, Monroe identifies the Wesen as a Musai. As he reads the description, Monroe states, "The kiss of the Musai is as euphoric and addictive as any narcotic known to man."

Nick bursts into Zoe's house and passionately kisses her - he needs Zoe. She's nervous because he's a Grimm, but Nick says it doesn't matter. Zoe asks Nick to prove it - Anton's in her house. When Nick goes looking for him, Anton tackles him and the two begin to brawl. Zoe says she can't be with Nick as long as Anton's alive, and Nick is ready to kill for her. As Nick tosses Anton around the house, Renard and his men rush into the house and suppress Nick, as they arrest Anton.

Monroe and Rosalee explain to Juliette what Nick's currently going through - he's caught up in a Wesen's spell, and the only cure is... Juliette. At the precinct, Nick pays Anton a visit in his cell, intent on killing him. Hank finds a drawing on Nick's desk, depicting a dead Anton in a prison cell. Zoe's spell has reached Nick's core. Monroe, Renard, Hank and Juliette rush to the holding cells to find Nick pointing a gun at Anton. Juliette slowly walks to Nick and embraces him, breaking Zoe's spell. She's there for him just like Nick was there for her.”
NBC indicated that Juliette’s spell breaking embrace cured Nick because he then experienced true love. Her embrace not only restored their relationship, but also prevented Nick from murdering Anton and spending the rest of his life in prison.
The bottom line for me is Juliette and Nick were truly in love. At least that was the script. Bitsie does need to work on facial expression. She has “dead pan” down cold, but her “I love you” is not convincing. Maybe the writers and directors wanted her that way?
