Agreed. It always annoys me when one type of person is arbitrarily unable to cast magic: Muggles (Harry Potter), dividing spell casting by gender lines (too many fictional examples to count), etc. Cultural taboos are much more difficult to write and because of that, more interesting to read/watch. At least for me, anyway.
