But the unanswered why and how of the HW’s function and chain of command stems more from lack of story development than from any real-life contradictions. G & K hyped the Wesen uprising as S5’s big event, when in reality it was a contrivance to create a place to house their new character Eve until time to bring her into Team Grimm as an Eve/Juliette hybrid.
