He started out trying to help her, and at that point was able to touch her and help her up without any ill effect. Then he segued into his declaration of attraction, and ignored her admonitions not to touch her. Remember that the folterseele only becomes toxic in response to the sexual pheromones of others, then even then is only harmful if touched. And she was rational enough to tell him not to touch her. So if he had not touched her when she told him not to, he'd have been ok.
WRT the species, there would probably be male folterseele who are immune to the toxin. But since this girl's mother and grandmother were both victims of rape according to the grandmother, it's possible that the males are even more rare than the females and the women were only half folterseele. Although, considering how fast that toxin seemed to work, how would anyone who wasn't immune to it live long enough to have sex with a folterseele?
