Although that's pretty compelling logic, I really don't see why Franco couldn't successfully conceal his wesen identity from Nick for these reasons:
1. He doesn't work that closely with Nick.
2. I know very little about what triggers a wesen's knowledge of a Grimm or Nick's recognition of a wesen, but since Renard was very clever about hiding his zauerbiest side from Nick until well into their relationship (and that was in a very highly charged situation and Renard may have decided to reveal himself to Nick), it follows that so also could Franco. Which reminds me that we have never been informed, to my knowledge, of any special powers the zauerbiest possesses. Renard doesn't seem to rely on his zauerbiest side at all.
3. The families would send their best. The infiltrator would necessarily have to be a well-trained and clever spy, which would include the awareness that keeping his true self concealed at any cost was a key part of his mission.
That said, guess it wouldn't be vital that Franco be anything other than a normal human.
