Conard bought up twice that he wanted the family together to specially influence Diana to support the BC in order to preserve BC's place in history. IMO he may have know about the prophecy and wanted to stop it and he did not care about Sean being Portland's mayor at all.
Women characters do not have to be having sex with the lead to be important to the story.
