I'm talking about control as in being able to determine not only the result but the details. Nick wanted to bring everybody back from the dead. He actually said that. But he never said he wanted to turn the clock back, and he was surprised as all hell when it happened. That's not what I would call control.
In time, Nick might learn to control how the staff fulfills his desires. But with no instructions in the Grimm books and no technical advice from Monroe or Rosalee he could accidentally erase half the population of Portland from existence because the staff listened to him getting annoyed about the traffic on the Burnside Bridge.
