Based on your CVT credentials I must take your assessment as accurate. It seems that Juliette Silverton's credentials (if any) and professional judgement are questionable. Grimm.Wikia says:

I know this is a show based on fairy tales, and I receive it as such. With that being said, there are certain aspects of the characters that need to be believable. IMHO, the writers would have benefited by doing some research. Basic first aid is not rocket science. I am being facetious, by the way.

Actually Breezie, that kind of bothered me as well. I'm not a DVM or CVT, but I do like animals, and just leaving a wounded horse standing there bleeding was not cool!
As for the character of Juliette being a DVM, have of the rest of you noticed there was absolutely no involvement between her and animals after season 1? I don't think the writer's had a clue what a vet does and just dropped it like so many other things.
I am a fan of the show, but this just dropping plot lines bugs me no end.
Yes, I did notice she did not ever go to work after a certain point. I enjoy the idea of the state of Oregon revoking her license due to negligence. This would be an accurate assessment of what could/would/should happen.
