We find the FCC's position clearly articulated, as follows:

That is really funny. I was going to post that in Brazilian law there is something like that: TV Networks should have a certain amount of time in a week for educational and news programs.
You are right... Brazil and USA are not so different in many aspects...

For curiosity, I was researching some information about the relation between Brazilian society and TV soap operas (called here as telenovelas). I found a very interesting study made by Inter-American Development Bank saying basically that telenovelas shaped Brazilian woman view about family and marriage.
