6. NPP is the source of the corruption. The transfer was not legitimate. It was NPP attempt to silence the investigation.
By Nick simply making all the events the result of corruption within the department. That gives him a lot a leeway in accounting for his actions. After the fact he can write the report to support the evidence. With a grand jury judge and a prosecuting attorney on the hook. He has plenty of support to back up his story. With all the accused dead who is their to contradict his claim. Even the officers that are part of BC. Have to back his story or risk being prosecuted as part of the corruption scandal. And with Nick and the group have all the files on them there is nothing they can do about it.
I have to admit the writers came up with a great resolution to the situation. What is really great is the event that seemed to get Sean off the hook with the trust me knot actually sealed the deal.
