The queen's motives would probably have centered around the possibility that King Freddie might choose Sean as his heir rather than Eric.
European history tells us that royal mistresses are a mere triviality...until one gives birth to a potential heir. History also tells us that royal bastards can be just as respected as "legitimate" children and can become kings, if it's what the reigning monarch decides. King Freddie was just too you-know-what-whipped to stand up for his other son.
After all Sean and his mother have had to live through, I don't see anything that Viktor could have offered that would have constituted acceptable "respect" in Sean's eyes as long as Viktor, who isn't even King Freddie's son, was the heir apparent. In order for Sean to be willing to return to the family, Viktor would have to go.
