Excellent reasoning, I missed the Japanese connection, however I do still argue that you do not send out high ranking officials to do this sort of negotiations. It is clear treachery abounds in these high stakes negotiations so you would send out a well informed proxy with the relevant plenipotentiary powers to make the appropriate deals within their specified remit.
Renard doesn't seem the kind of man to waste a potential resource, so Mia would be a perfect candidate for turning into a mole, close enough to the a main Royal family to have information, but not high enough up wield enough power to be a real threat to him and his own series of machinations.
Renard appears to want more power, probably his immediate aim is to become the real crown prince, if all other candidates are out of the picture than his bastardy becomes a moot issue. However, I myself do not think this is his final goal. Maybe he's looking to unite the 7 Royal houses or destroy them all and be the last Royal standing and form a new House all of his own, possibly with the use of the secret behind the 7 keys.
